DA: Phony Doc Neglected Elderly Person

ORMOND BEACH, FLA—A Volusia County man has been arrested for practicing medicine without a license, neglecting an elderly person under his care, and scheming to defraud.

Hassan Bashir Jibril was taken into custody Thursday afternoon by law enforcement officers with the Attorney General’s Medicaid Fraud Control Unit.

Jibril, 62, owned and operated the Care Center of Ormond Beach, an adult living facility that provided care for adults who need some assistance with daily activities.

Medicaid fraud investigators determined that Jibril had performed medical examinations and dispensed medical advice even though he was not licensed as a nurse or physician in Florida. As a result of his medical advice, Care Center residents failed to obtain competent medical attention for potentially serious medical problems.

Jibril also submitted falsified reimbursement claims for nearly $192,000 to the Medicaid program.

Medicaid fraud investigators were assisted by the Ormond Beach Police Department and the Department of Children and Families.

Jibril was booked into the Volusia County Jail and was charged with practicing medicine without a license and neglecting an elderly person or disabled adult, both third-degree felonies punishable by up to five years in prison and a $5,000 fine.

He was also charged with scheming to defraud, a first-degree felony punishable by up to 30 years in prison and a $10,000 fine.

The case will be prosecuted by the State Attorney’s Office for the Seventh Judicial Circuit.   10-30-09
