QUEENS----A traffic enforcement agent assigned to summons enforcement duty in Queens has been charged with writing dozens of fraudulent parking tickets in one day while, in some instances, sitting in her City vehicle which was parked at a handicapped parking space in the rear of a Long Island City municipal lot.
"The defendant is charged with issuing 27 parking tickets at seven different locations throughout Queens County within a three hour period, with the alleged infractions occurring one to four minutes apart in the same location", Queens district attorney Richard A. Brown said. "In fact, she was allegedly sitting in her marked police vehicle miles away for periods of up to an hour and writing 'phantom' tickets to cars - often out of state vehicles. As a municipal worker entrusted with such enormous financial powers over motorists and a duty and responsibility to uphold the law, the defendant's alleged conduct is outrageous."
Nivea S. Cloud, 30, of Queens Village, Queens, was arraigned Tuesday before Queens Criminal Court Judge Mary O'Donohue on 27 counts of offering false instrument for filing in the first degree, 27 counts of falsifying business records in the first degree and official misconduct. If convicted, she faces up to four years in prison.
District Attorney Brown said that, according to the charges, between 4:27 p.m. and 4:55 p.m. on May 12, 2006, the defendant was observed seated in her vehicle at a handicapped parking spot at a municipal lot. 5-23-06
