Report Shows Moral Character Of Teachers Declining

ALBANY---A new report issued by the state Education Department indicates that over the past five years, the committee charged with investigating the moral character of teachers and administrators in New York State has seen its caseload double.

The number of cases against teachers or other school officials having sexual relationships with students has steadily increased over the past five years, up from 70 in 2001 to 134 in 2005, the most recent year for which statistics are available.

The data indicates that about three in four of the "moral character" cases involve sex between a teacher and a student. Most cases were brought against teachers while others involved student teachers seeking certification.

The report also shows that of the 483 cases brought in the past five years, the majority of them involve inappropriate relationships and sex-related incidents, drugs and alcohol.
