Ex-EMS Dispatcher Jailed For Sex Abuse

ELIZABETHTOWN---A former Ticonderoga emergency dispatcher will be spending the next year in the Essex County Jail for sexually abusing a 16-year-old girl at sex and alcohol parties held at the apartment of a fellow dispatcher and his girlfriend.

Michael Alteri, 34, Ticonderoga was convicted in November following jury trial of third degree sexual abuse and endangering the welfare of a child at an apartment across from the Ticonderoga High School.

Essex County Court Judge Richard Meyer sentenced Alteri to a year in jail for his conviction on endangering the welfare of a child, the maximum for the misdemeanor, and another three months for sexual abuse to run concurrently.

Alteri had sought probation.

He must also register as a sex offender, pay $1,260 in fines and surcharges and provide a DNA sample for the state database.

He had been found guilty of touching the breast of the 16-year-old girl while his 19-year-old girlfriend was performing oral sex on him during a drinking party at the Otley-Stacy apartment.

It is expected that he will appeal the conviction.

Another ex-EMS dispatcher Kenneth Otley, 35, pleaded guilty to endangering the welfare of a child as the result of the alleged incidents which prosecutors said occurred between November 2005 and January 2006. He is serving a year in the Essex County Jail.

Otley's girlfriend, Monica Stacey, 28, also of Ticonderoga, also pleaded guilty to two counts of felony third degree criminal sexual act and two counts of misdemeanor third degree sexual abuse for having oral sex with the same 16-year-old girl during a sex and drinking party of Otley's and Stacy's apartment. She was sentenced in January to six months in jail. After completing her term, she will be placed on 10 years of probation, pay $1,370 in surcharges and fees and register as a sex offender. Stacy had allegedly had an ongoing relationship with the victim, a student at Ticonderoga High School, since the victim was 13-years-old.

Alteri has also been charged with felony eavesdropping on his former wife, who is a deputy with the Essex County Sheriff's Department, by allegedly concealing a video camera in his ex-wife's home.

Alteri has a past conviction of unlawfully dealing with child. He was arrested in June 1997 for third degree rape, a felony, for allegedly engaging in sex with another 16-year-old girl. That charge was reduced to a misdemeanor to which he pleaded guilty and was allowed to keep his job as a police dispatcher.

Alteri and Otley resigned their dispatcher positions following their arrest in last February. Alteri had also been suspended from his position as a paid EMT with the Ticonderoga Emergency Squad.

A pre-sentence report conducted by the Essex County Probation Department recommended the maximum sentence for the convictions, citing Alteri's previous conviction and an allegedly disrespectful attitude displayed during the proceedings. 3-06-07
